The biography of Phil Roe

David “Phil” Roe represents Tennessee's First Congressional District, which includes most of Northeast Tennessee. Phil Roe was elected in 2008 and he currently serves Tennessee as a member of the following Committees in the House of Representatives: Agriculture, Veterans' Affairs, and Education and Labor.

In his first term in office, Phil brought his 31 years of experience as a physician to the national health care debate - challenging President Obama and Speaker Pelosi’s efforts to impose higher taxes and more government control on doctors and their patients.

A strong conservative, Phil has been endorsed by the National Rifle Association, the National Right to Life, and the American Conservative Union.

Phil Roe | Fiscal Conservative
Known as a strong fiscal conservative and a vocal critic of dangerous spending and waste that threatens our future, Phil remains committed to cut government spending and balance our federal budget. He has strongly opposed the federal “bail outs” and he is a sponsor of the Balanced Budget Amendment.

Phil Roe | Physician
Phil attended his hometown college of Austin Peay State University, graduating with a BS in biology and chemistry in 1967. He then attended medical school at The University of Tennessee College of Medicine, specializing in obstetrics and gynecology. As a physician, Phil ran a successful medical practice in Johnson City for 31 years, delivering nearly 5,000 babies.

Phil Roe | Veteran
After graduation from medical school in 1972, Phil served our nation in the U.S. Army as a Captain in the 2nd Infantry Division at Camp Casey in South Korea. He was promoted to Major and honorably discharged in 1974 after earning the American Service Medal, Korea Service Medal and Good Conduct Medal.

Phil Roe | Public Servant
Prior to serving in Congress, Phil served as the Mayor of Johnson City from 2007 to 2009 and Vice Mayor from 2003 to 2007. During his service, Phil and other members of the city council used fiscal restraint to help Johnson City build a $20 million reserve with no property or sales tax increases.

Phil Roe | Family Man
Phil and his wife Pam live in Johnson City, Tennessee. They have three children: David C. Roe, John L. Roe, and Whitney Larkin. In addition, Phil is the proud grandfather of Kathryn and Caroline.
